Advisory Board
5 national and international experts who will provide strategic guidelines for companies operating in the sector.
The mission of the Advisory Board is to provide guidelines about the evolution of the activities and PPS of the Project, taken into account the trends in the sector, and help establish links and connections with relevant initiatives and stakeholders.
The Advisory Board members are expected to act as ambassadors and advocates for the initiatives engaged by the Project ecosystem. They will provide expert insights and advice to enhance the impact of the Project.

Dr. Patrick Bressler is the director for international cooperation, emerging technologies and innovation at the Fraunhofer Microelectronics Group / FMD (Research-Fab Microelectronics Germany). Responsibilities include technology evaluation, developing partnerships for research, innovation and work force development, and advancing European and international R&D&I programmes. Patrick is a member of several European advisory boards and foresight committees. Since September 2024 Dr. Bressler also serves as the Secretary General of the European Materials Research Society, E-MRS.

Frank Bösenberg graduated from TU Dresden in civil engineering and business administration before starting to work in the field of international project management, mainly related to EU funded R&D projects. In 2014, he joined Silicon Saxony as project manager of Silicon Europe, the European network of semiconductor clusters.
Since 2018, he is Managing Director of the Dresden based network organisation that supports its more than 500 members with regard to networking, lobbying and consequently growth, thereby actively contributing to the ambitious goals of the EU Chips Act. He was appointed as individual expert for the report of the CoR with regard to the EU Chips Act. -

Diogo Vaz is a researcher specializing in novel logic and memory devices for computing applications. He obtained a PhD in Materials Physics and Chemistry from Sorbonne Université (2019, France) and a master's in Micro and Nanotechnology Engineering from Universidade Nova de Lisboa (2015, Portugal).
Between 2015 and 2022, he was a researcher at the Unité Mixte de Physique CNRS/Thales laboratory (France) and CIC nanoGUNE (Spain), where he worked on low-energy logic and memory elements based on spintronics. During this period, he received funding through a Marie-Curie Individual Fellow grant and worked on the proof-of-concept development of a new type of transistor based on magnetoelectric materials in collaboration with Intel Corp.
In 2023 and 2024, he was an adviser to the Portuguese Minister of Science, Technology, and Higher Education, where he led the Portuguese Strategy for Semiconductors, approved in the Resolution of the Council of Ministers with a national budget of €121 million. He also represented Portugal in EU initiatives, as a delegate for KDT/Chips JU European program and as a technical expert at the European Semiconductor Board.
He has published 18 scientific articles, with more than 1200 citations, and holds a patent for a novel spin logic device based on ferroelectric materials. He has participated in five R&D projects and presented his work at several international conferences. -

Alcino Lavrador is a technology consultant graduated in electrical engineering from Coimbra’s University. He began his career in 1985 at PT Inovação, now Altice Labs, a Telecommunications Research and Innovation Centre, as a development engineer for network protocols and later for intelligent network services. He held various manager positions in the company, and lead major projects in Africa and Brazil pioneering the internationalization of Portugal Telecom and PT Inovação, until he became general manager for the subsidiary in Brazil in January, 2003. In August 2006 was nominated executive board member of PT Inovação until March 2008 when became PT Inovação’s CEO until September 2015, to serve as General Manager for Altice Labs until October 2023.
Alcino serves as a member of the General Council of University of Coimbra and also holds board positions in several Portuguese entities related to innovation and ICT, namely he is also Executive Vice-president of the national Portuguese ICT Cluster - TICE.PT, Board Member for Tagus Park and for Creative Science Park, among other board positions in several entities.
